Things To Think About Related To Proposal Development

| Program Guidelines | Obtain sponsor guidelines and follow them exactly. It is not unusual for sponsors to eliminate a proposal from the review process if it does not adhere to the guidelines. |
| Budget Development | All budgets need to include indirect costs at the appropriate rate, fringe benefits if salaries or stipends are included, non-resident tuition remission when applicable, resident tuition remission for Project Assistant appointments. See the Rates for Developing Proposal Budgets page. |
| Collaborative Subagreement(s) | If a proposal includes collaborations with other institutions, ask your collaborator to have an authorized institutional representative in the sponsored programs area provide RSA with a letter of commitment to perform the work at an agreed upon cost and, if applicable, to cost share. |
| Release Time; Cost Sharing; Space–New or Renovated | When a proposal involves obtaining a course buyout, cost sharing with university funds or resources, or use of space, it is advisable to enlist the support of the Chair, Dean or Division Head authorized to commit the resources early in the proposal writing process. All cost sharing commitments should be clearly stated on the WISPER record (electronic T-form). |
| Principal Investigator Status | Only faculty and probationary or indefinite status academic staff may serve as a PI on a sponsored project. Others may serve only by permission of both the Dean/Division Head administering the award and the Vice Chancellor for Research & Economic Development. The request should include a Request for Limited PI Status Form and a curriculum vitae/résumé. |
| Conflict of Interest/ Outside Activities Disclosure (Financial Disclosure) | The University requires all faculty and academic staff to submit an annual Conflict of Interest and Outside Activities Disclosure statement regarding financial interests. This must be done before submitting a proposal to a federal agency. |
| Material Transfer | When research involves use of an unusual biological material or other substance received from an outside entity, a Material Transfer Agreement may be required. |
